If you want to install a mod for AB+, use its mod folder and mod menu, that's what they're for. Nothing got changed for Rebirth/Afterbirth, nothing forces anyone to buy AB+ (unless you want to use LUA mods, which never worked with Rebirth/AB). The only thing devs changed after AB+ release is to prevent AB+ from reading loose files in resources (the "old way" to install mods). AB and Rebirth mods aren't compatible with AB+ for the same reason (or very rarely, depending on what is modded precisely). When Afterbirth came out, Rebirth mods weren't compatible with it for obvious reasons within their files (missing data lines for new content).
